(I sound like my 5 year old.) Yes, God says so.
First, I have to think about who is my enemy. Is it someone who cuts me off in traffic? Someone who has different views than I do? Enemy is a harsh word. Is "enemy" reserved for people who ram planes into buildings? If so, then our country's leaders have not been reading Luke. Or is it possible to love an enemy and still drop bombs on them?
No no no. This site's just for things I can do today, not for international policy. SO... Today I can let someone into my traffic lane. I can forgive a wrong done to me (imagined or real). Easy for me to say.
